Neon wires next to speaker wires?

I am putting neons under all my seat and was wondering if u can run the neon wires next to or near and of the speaker wires (power,GND,rca's) or will the neon wires cause distortion in the system?

They can cause (EMI) interference. I would suggest you run the power wires as far from any signal cables as possible.

So the rcas can run next to the neons but not the neons next to the powers?

No you can run the neon’s with your power cables, but not with you signal cables (rca, speaker wire).
