When i plug the signal cables into my amp the subs go crazy and i get engine noise i have taken the RCA's out and ran them outside the car touching nothing so i don't know what to do any ideas?

Can you list all your equipment and a brief description of how you have things hooked up? Also have you tried a different set of RCA's?

i have an alpine CDA-9811 head unit, MTX 4 channel amp, 2 10" rockford fosgate hx2 subs in a ported box. I have rockford fosgate gold plated RCA's and a lighning audio 1 farad capacitor. The subs are 4 ohm dual voice coil so i have them each wired individually to the four channel amp in series making it a 2 ohm load for each bridged channel on the amplifier

Where is the amp and cd player grounded to, what kind of car is the gear mounted in? Is your amp 2 ohm 2channel mono stable, if not and I expect not, you are asking the amp to do something it is not designed to do. Most amps will operate in 2 ohm mode in stereo, but not in a bridged mono mode, this may be part of the problem.
