Alright so I have been poking and proding with my multimeter.
Basically my stereo doesnt work.
The problem appears to be a lack of voltage.
The constant is registering ~9 volts. This should be at 12. (both in off, acc, and run)
The switched registers at 12 volts.
What causes this and how can I fix it.

I'd bet your constant power is not conencted properly. Where is it getting power?
what do you mean where? the voltage at the factory harness is what im checking.
What I cant find is the other end haha.
You may have a bigger problem than you think. This wire may also be wired into a buch bigger circuit, be it dome lights, clock, heater controls etc. If you are only getting 9volts on this line, something is causing it and it may lead to failure of another part of the same circuit. It could be a melted wire somewhere or a faulty switch, whatever there is a problem that only a whole pile of wire tracing and component checking will be able to find. If you can get a wiring schematic book for your vehicle, that is the best place to start.

Rob: You might be very correct. The rear defroster button is not working occasionally.
I have a haynes diagram but me and a friend found it to be pretty useless for telling us where leads orginate and such.
The orange constant power feed usually comes from the fuse panel. Check your fuse listings to find the two radio circuits. One will be the ignition and the other the battery source. Measure the voltage at the switch to see if the problem is before the fuse box or after it. You have a bad or corodded connection somewhere. It's a question of finding it and repairing it. As stated it may reflect a larger problem either with the same circuit or possibly a connector plug somewhere. If you intend to replace a wire with a new one, make sure you run the wire to all components powered by that circuit.
