what certifications and liscense's do you need to open and operate an install bay.  also what are the closest locations to maryland that i could get certified and liscensed?

Most states consider Stereo shops under the automotive repair classification but you would need to contact your local city and state agencies for a definite answer.  At the least you'll need a resale permit and business liscense.
