Could you tell us about your setup a little bit more?

installed amp directly to battery and grounded amp to a rear seat bolt and connected remote wire to radio fuse in fuse compartment. connected amp input thru a high level to low level converter. supply to converter is from speakers in rear doors.

car running battery output 20 volts dc.  car off battery outputs 17 volts dc

can i use a voltage regulator to bring down the voltage to turn on amp?

If you are using a dmm it sounds like the battery in the meter is almost dead, when that happens some meters give some really weird readings. So replace the battery in the meter.

Yes, your meter is FUBAR.  I don't believe any Toyota is running 20 volts.  Everyone still uses the old 12 volt standard, for at least the next five years.  Then watch for the new 42 volt systems (and some REALLY killer power amps!)
