Regardless of peoples opinions of brand names, how do these specs sound for a sub, and who would make something with similar specs?

What size is it ?
From the specs you posted the sub should give you a very flat response down to 28hz on a vented 1cubic foot enclosure tuned to 29 hz. Who makes this sub because regardles of what brand it is, it looks good for a home sub.
Unless there is something special about the motor, I'd say it wouldn't be too bad, but not really overly special. Without any Le specs transient responce is difficult to predict. The driver appears to be best suited for ported applications, which I am not a big fan of. The MAX, Brahma, XXX, W7, GTi, and a few others using treated motor/suspensions with a borderline/favoring ported woofer still do well in sealed. I am more of a sealed guy myself, so I would likely not be buying one. But overall it looks OK.

it's a 10" . I planned on using a sealed box in the interest of saving room. Factory specs say use sealed between .3 and .55 cu. ft.. or vented for SPL =.75 cu ft.w/ 3in. Vd & 13.5" Vl or SQ = 1.0 cu. ft. w/2" Vd & 9.5"Vl.

The 85 db efficiency rating would turn me off.

Efficiency is such a bogus #. Too many Mfgs twist this spec. put your 2.83 volts to a 4 ohm load, and your efficiency goes up 3Db. It was still the proper voltage applied, but the lower load tweeks the spec.
I would not seal this driver. the 30 Hz FS and low QTS lead me to believe it will not do very well in a sealed box.
