If you have one amp rated at 400x1@4 500x1@2 and one sub. The sub gets 400 watts and the amp runs at 4 ohms. Now if i add another sub in parallel, the amp is now running at 2 ohms. So my question is, do both subs get 500 watts each or do both subs only get 250 watts each?

The amp will put out 500 watts.  Each sub will get half of that.  If you had three subs, each would get a third.
