I keep having this problem with alot of headunits the face panels work and so do the rca outputs but the internal amp does not work at all. How could I repair that or could somebody tell me what is the reason this happens.

Lots of decks have the ability to turn off the internal amp in the set up.   Like alpines  you press the (F) button for a few seconds, , then you flip through till you find the option.

What brands of decks are you having these problems with?

Are these decks installed in vehicles? or are you bench testing them?

just look through the menu and if it says "powere ic"  go to that and turn it on.
