A friend of mine is running a 300 watt rms, 900 peak, rockford punch amp and 2 mtx 250watt peak subs, which have basically no value what so ever. The subs are single voice coil. If he changed over to subs with dual voice coil, would that improve the sound quality compared to single voice coil?

The same series subs with dual or single voicecoils will produce the same sound given the same amount of power.  You want better sound, get better subs.

with dual voice coil, you can achive a lower load, to produce more power to subs

dual voice coils in short would make your situation worse. With DVC subs the only two options you have would be to wire up either a 4 ohm load or a 1 ohm load. At one ohm the amp will crap out and at 4 ohms you will get less power than what you are getting now. What kinda box are the subs in, mabye we can make some improvments there.
