95' Honda Civic Dx

I am a newbie when it comes to stereo installations, so i am completely  in the dark on this.

When I hooked up my head unit to the wiring harness it wouldn't turn on, so after some investigation I found that the battery direct connection (yellow wire) was barely registering on a meter with key in the ignition, and completely dead with key removed.  I've tested the wire in the female harness with the same results, so i know its not a problem with the harness.  What are my options?  How can I get 12v from the battery to the receiver? Could it be a fuse Problem?

Any help is greatly appreciated!!  Thanks...

what you can do is cut that wire end and tape it up now in you fuse pannel there should be open spots , test them for 12volt constant and 12 volts when key is turned on. what i guess you need is somethign to add a new wire and you can do this easy and quick by going to like autozone or somethign and they have thigns that you can add a fuse in the fuse pannel from looks of it , it is pretty self explanitory . any help email me.
