I remember some one told me not to go over +3Db when making a box. The problem im having is I need to put 2 Kenwood WFC-W3003's in a space no lager than 13"*13"*31" the box also needs windows and needs to look good. The best iv got is a 4th order box thats 1^3ft on each side with one side tuned to 51hz. This gives a lot of positive gain. from 39hz to 61hz im at +4db up to +5.1db. I don't know what to do.

Over 3 db gain on a bandpass will surely tear apart the woofer.  Are you using a calculator like this?
