While I was driving my front components started to make a popping noise, then they shut down . I checked my amp (under my seat), when I moved the amp around the outer case of the amp touched the seat and sparked. Its an older Pioneer GH-100. The fuse didn't pop but it seems like the outer case of the amp has become energized??

Yes, sounds like the ground plane has become disrupted, probably the power supply circuit board has vibrated loose or cracked.  It may be repairable, but might cost as much as the value of that amp to do so.  It's worth a try if therre is a reputable service center in your area, unless you are ready for a new amp.
