suppose I have a true 1000 watt amp at 2ohms, and suppose i have two 4 ohm woofers rated at 400 watts rms and about 800 or so peak and they run well enough. Alright my question is if I were to put two woofers to the amp that were more in the range of 800-1000wrms would I gain more spl?

depends on a bunch of thing, but probally so.  Right now, you have waaaay more power than you need.  Running those subs would let you use more of your amp's power, and hence, probally louder...

well the subs you have now can use the power.   It is a matter of what they are.. List the make and model of the amps and subs

It would be a good matchup.  I doubt you'll ever get the volume to the point of over-excursion.  Be extemely anal about setting up the system:  finding the highest point of clean output on the deck and matching the amp gain to it.  And don't use any type of bass boost on the deck or on the amp (as if you would!).
