 We are installing a Kenwood CD into 1994 Explorere that had a Ford Premium Sound System. The radio power is ok but unable to power speakers. There are two plugs one for speakers and one for power supply. Is there an amp in the auto wiring that needs to be powered up

Any time I've encountered ford "premium" stuff. I've ditched. Especially if its dated a couple of years.  Use the existing speaker wiring from the front and rear speakers that runs to the factory amp. Just cut it and run the wire to the new deck.

You do not have a speaker plug, you have a power amp input plug and don't cut it. You are not getting any sound because you are not turning the amp on. Put your Kenwood's blue/white wire to the blue/white wire in the harness labeled "amp turn on".
