An RTA is just a meter w/ a mic, correct? so when I go to borrow one I will need to bring a laptop w/ a program? or will the RTA have a screen to show me what is going on as far as fq's? I damn confused now.

If it's a stand-alone RTA it will have a display.  But yes, some do require a computer interface.  Call the person or company you plan to borrow from and ask them.  And make sure you are getting a calibrated mic.
