I have a ground resistance of 0 with my deck but a .04 or so with my amps.  all is directly grounded to the batt.  although probably overkill, i would like to have everything equal.  would it be possible to raise the resistance of the deck's ground to match the amps?  even though illogical in my situation, would like to know in case of an install with a pretty big difference.

No.  Adding resistance is a very wrong approach.  The thing to do with high resistance conenctions is to LOWER them, with the target of less than 1/4 (0.25) ohm.  There is no practical difference between reading "zero" and reading 0.04 ohms.  You have good grounds.
