How do i wire a relay so i can have the power antenna go up once the radio it self cuts on and down when the radio cuts off and also what is something i can use to cover the metal pieces up without having them expose besides tape

Doesn't your head unit have a power antenna switch output?  What HU are you using?

im using an pioneer avh-p7000cd and i have a output for that but it dont seem to work when i turn on the radio so my only option is a relay

Does the trigger output from your Pioneer function (have you measured the output with a voltmeter)?  If it works but simply does not supply enough power to trigger your antenna, then yes you could use a relay.  Use the output from the Pioneer to trigger the relay and use the relay to switch power directly off your battery for the antenna.  If however the output from your Pioneer is dead, you will have to rig a toggle switch to activate the antenna relay and make it manual.  So what is the output from the Pioneer?
