i want to know if i can use a 600 watts class d infinity amp to power to 2 infinty kappa perfect 12 dvq which each need 400 watts to run

Sure. Speakers do not "need" their max power, it is a value that represents the highest average power level they can handle. Anything less than that is what you need.
