What is a good way to dress up the scratched or tarnished heatsink of an amplifier without interfering too much with the heat dissapation of the amp?  Are there certain types of paint that are better to use?

Automotive paint would probably be the best way to go. There is nothing special about the paint that manufacturer's use on amplifiers.

Powdercoat, Powdercoat, Powdercoat. Or you could always powdercoat it.......

If you powder coat the heatsink, just make sure that the interal circuit board can handle the heat of the powdercoating process. Otherwise you'll get a nicely powder coated boat anchor.
