Cotton?  Or do you mean polyfill?  Do a search on this forum for polyfill.

typically dacron-polyester fiberfill, used to make a small box act like a larger one. Some people will give 2 typical reasons as how it works, the first is that it slows down the soundwaves making the box 'appear to be bigger', the second is that when the bass hits the fibers wiggle which in turn cools the air since the air heats up when it is compressed. For small boxes up to 3ft^3 a ratio of 1.5lbs per ft^3 should give u approximately 30% gain in volume, and for larger boxes using a ratio of 1lb per ft^3 will get u approx. 25% increase.
