when connecting power is it ground 1st or power then ground?

If you're referring to hooking up an amp, usually the last thing I do is install the under hood fuse.

no i mean, all the wires are run, I just need to hook up the amp, i.e put the power to the amp and the grounds to the amp.

Like he said, pull the fuse on the wire going back to the amp, hook up both power and ground to the amp, and then replace the fuse.

If the fuse is already installed, I would hook the power wire up first.

Actually, if it were me, I would pull the fuse then hook both of them up in either order, then put the fuse back in.

If both wires are already hooked up you are better off hooking the power wire up first because the heatsink of the amp will be internally connected to the ground.  So, if you hook the ground wire up and touch ANY metal part of the amp your car will catch on fire (I'm assuming that one would be in this position because they chose to NOT install an inline fuse).
