If you put your ground under carpet in the car is it dangerous for a fire to start??

Yes, any power carrying cable (and this includes the ground) can become a fire hazard if the wire gauge is too small for the expected current load or if the insulation becomes damaged.  Running cables under carpet is not necessarily a bad idea as long as the cable size is large enough so it will not heat up and the cable is protected from possible damage from someone stepping on it or dropping things on it.  As an aside, you should keep your ground cables as short as possible, less than 18" being ideal.
