For SPL purposes, would ligning the inside of a vented enclosure with dampening material improve the sound of a subwoofer, or does that only work for sealed enclosures? What I mean by "improve" is higher db. Does it make any difference at all?

Actually lining the enclosure generally does very little.  If you are adding any type of fill, you want it to be out in the center where it does more good.  I suppose it might help a little bit in output if your enclosure is slightly size limited.  But the best way to tell is by adding it and then measuring to see if it made a difference.
