Amp turn on wire?

I have a 1988 Ford Ranger and the wiring harness to hook up my new radio has a Bule amp turn on wire but there is no wire connecting to the stock harness that u plug in the new one?

DO you have an amp in the ride? If not you dont need it..

See if there is any current going through the blue wire after you connect the harness and turn the radio on.
