what is the proper cap voltalge when the sounds are off? I'm running two seperate 1 farad caps.

it is normal for caps to discharge over time. are you having a problem or just need some sort of reassurance?

well its just that mines sometimes read below 12volts without any equipment running. Whats the optimum volt reading?

12.5 Volt engine off.

what's important is for the cap to charge up to the voltage of the electrical system when the audio system is in use. that means if your engine is running your cap should be around 13.9 to 14.6 volts. with the engine off and solely drawing juice from the battery the cap will be around 12.6 volts. if you run your audio system with the engine off the caps voltage will naturally drop off, when this occurs its time to start your engine to recharge the battery and the cap being in parallel with the battery will charge to the batteries voltage.
