i was told that cheap rca's block very low frequencys if so what company makes some good cables that wont break the bank

That isn't true.  It sounds like you were given a line to make you spend more money.

RCA's make no audible difference to the sound, no matter what they claim.  All you are concerned with is noise rejection.  Just make sure they have adaquate shielding and you should be fine.

All decent quality cables sound the same.  Buy whatever looks good to you that is a decent price: don't use 99-cent K-mart cheapies, and don't waste your money on $100 interconnects.
