I have a kicker 1200.1 hooked up to a kicker L7 dual 4 ohm. And all the amp is doing is going into protection. Then the amp comes out of protection the sub hits and the amp goes back into protection and the cycle repeats itself over and over. I tryed hooking the speaker up at both 2 and 8 ohms and the same thing happened both times. What do u think this could be??

Gain is too high or your system voltage is dropping too low.  How did you set the gain?  What is the voltage at the amplifier power terminals?

13 volts at positive terminal, 13 volts at amp turn on, ground seems fine. The gain is all the way down. I think it is the amp because i swapped the power, ground and amp turn on that I was using on this amp to another amp and it worked fine.  ????

Yea, if you swapped amps and one worked where the other didn't, bad amp is a good bet.  :)  Did you power the same speakers with the test amp?  It is possible you have a bad speaker cable or a tinsel lead shorting to the speaker frame.
