I have a 2 ch Kenwood ks-729 amp and (2) Kenwood 10" subs, SVC, 4 ohms. What would be the best configuration for the subs to get the most power.

Pretty much the only way you should wire the subs is in series for a 8 ohm load.  If you wire them parellel you would get a 2 ohm load but the amp would overheat or might go into protection.  That amp is only stable to 4 ohms bridged.  You can try either way but you should make sure your warranty is still in effect if you go 2 ohms.
