I am trying to decide between two 15" earthquake magma subs with a powerhouse amp, or two 15" MTX thunder 9500s with the mtx amp that pushes 3000 watts rms. Which would run me higher dbs?

Dude...theres so many factors to include here...mainly the enclosure.

Also is your electrical system beefed up to handle this power?? And no a bigass capacitor will not make fix the voltage dropping

He's right, it's all about the enclosure they're in. Post links to models & specs.

Once you're dealing with that amount of power the equipment is only 10%, the rest is install, alternator, enclosure, plexi windows with steel reinforcements, etc.

What is it with ppl wanting such crazy power levels lately? Are you aware that this setup will do serious permanant hearing damage in a single afternoon?

I am planning on running a ported box. Not sure what it will be tuned too, and by the way, yes I do realize I could damage my hearing and it is for competition. i will have a beefed up electrical system too.

I understand, good luck with that. So to answer your question you'll get higher SPL from whichever equipment is better installed & setup. Doesn't much matter which speakers as long as their specs & sensitivity match up.
