I was installing a pioneer deck today in my bro's 99 chevrolet cavalier. When I was testing it after I plugged everything in the deck stayed on with the key off.

So I double checked my constant/switched power leads, and they were hooked up correctly. I metered the constant at 12v in any key position, but the wierd problem was the switched acc in the OEM harness showed 7v in the off position?! Then in the run/acc pos it showed the correct 12v. The deck obviously thinks 7v is a good signal and turns the deck on and keeps it on.

Has anyone seen this issue before ? My solution was to just order a relay and run a new switched acc to either one of the ACC/IGN wires in the factory ignition harness.

Just kinda befuddled me, I thought this car was going to be cake!

No, the car does not have RAP. Sorry I didn't mention this, I even checked through ALLDATA and there is no mention of RAP circuits either.
