JL component power rating. conservative?

I know that JL rates their subs RMS very conservatively, but what about their component sets?    I have an Evolution XR 3-way component set w/ a passive crossover (XR-653cs) that I've been using for 3-4 years.  I've been running it off the head unit, but I will soon be hooking it up to an amp and have a few different options. 

The component set is rated at 70W RMS and has an impedance of 4ohms.

The amp has a total of 4 channels available with the following power options (RMS):

70W x 4 @ 4ohms
85W x 4 @ 2ohms
165W x 2 @ 4ohms (2 channels = mono?)

Now would the best solution be to use 2 channels at 70W, use the passive crossover for all speakers (ignoring 2 channels)?  Use some combination of all 4 channels, the active crossover built into the amp, and the passive crossovers?

What about the individual ratings of the speakers?  is the crossover constraining the total power?

I know there's alot asked in there.  Any feedback would be apprecated.

Better for SQ to use the passive X-over. It's designed specifically for the anolomies in that set. I'd stick with 70x2, that's a lot of front juice. 162w is sick power, besides bridging that amp will reduce SQ somewhat.

The passive X-over won't constrain the output noticeably.
