 i saw a 10,000 watt amp on ebay and i ask the guy about the fuses and he said it didnt because it drew so much power the fuses would pop....does this sound right?

 Yes that is true not all amps come with fuses built on them. You still need to put your own fuse under the hood to protect the wiring and the vehicle.

 There are only 2 10000 watt amps on the market that produce that power, soon a third will be among us   
 
 all 3 of those amps will cost over $2500 even on ebay!

 clarion makes an amp that, while not quite 10,000 watts, DOESN'T have an on-board fuse.

 yeah, that is more than just an amp though.
 if your amp does not have on board fuses - like my JL slash series amps, you should use fuses under the hood and also a fuse distribution block in your amp rack.  Safety first!

 And we've already discussed that amp.  It is a 15K BURST amp...  It's not designed to EVER do 15KW on a continuous basis.
