I am installing a second CD radio in the bed for tailgating, in a 2006 International MXT pick up truck . I want to use the same antenna for both tuners and after the Motorola antenna Y cable I bought I am getting 9 volts on the antenna coax cable from the factory in-dash Eclipse DVD.

If the antenna is working with the original tuner and nothing has burned up there shouldn't be any problem.

However you really didn't give enough info... for example how did you reference this voltage reading?  Was it across the coax shield and center conductor?  Or were you simply referencing ground on the shield..which would be normal to measure around 9v taking into consideration the resistance over the length of the cable.
