will under powering a sub make it lose some of its sq? because im running a kicker cvr12 at only 200 watts rms. this sub is rated at 400 watts rms

Quite the opposite, you will more than likely have better SQ as the subwoofer will be operating in it's more linear range of motion.  That is assuming the amplifier or head unit isn't driven into clipping.
