what is the propoer way to charge a cap before first time use? Any special tools required?

Typically you charge them through a small resistor (22 ohms I believe).  The resistor will prevent sparking at the terminals.

I always just use a test bulb in series

heres even better advise, throw all caps in the trash, they are useless!!!!
