I have 2 Dual 4 ohm subs that I would like to run at 4 ohms.  Is it ok to run each sub in parallel to get to 2 ohms per sub, and then run the 2 subs in series to obtain the desired 4 ohms?

It would be best to wire coils in series for 8 ohms per sub, then parallel the subs for your 4 ohm impedance.  Truest to specs performance out of each sub that way; same end result in impedance.  It is why you always see this wiring in recommended wiring configurations.

Parallel / series configurations are normally used only if series / parallel will not provide the target impedance.  You will find at least one example of this in the wiring wizard linked above.
