I have a single 10" sub with the following specs fs: 30hz, Qts: .35, Vas: 2.75.  I have room for a one cu. ft. enclosure.  Would a sealed enclosure be best or would a ported.  Amplifier's rated output is 300w rms.  Or would another sub be better in this application.

With those parameters @ 1cuft sealed, you are looking roughly at an f3 of about 65Hz.  Really crappy performance for a subwoofer.  If you port 1cuft @ 35Hz, you get an f3 of about 50Hz which is better, but still not exactly very deep bass.  If you can build 1.75 cuft and port for 34.5Hz, you can get usable response down to 33Hz, which is about the best that woofer can do.

With the limited space I have what parameters should I look for in a sub.  Maximum enclosure size will be 1.0 cu ft.  The sub is a Blaupunkt PCWG100.  The amp is a 400w rms unit.

Mypersonal favorite mid-priced sub for a 1cuft sealed enclosure is an Infinity Kappa 12."  There are other good choices as well and I'm sure someone else will chime in.

I have run a Fi SSD 12 in a 1cuft sealed enclosure and I was very pleased with it.... its 800 watts RMS but I had 300 on it and it was still plenty for a DD
