ok i have 99 f250 diesel just started this problem. here is a video of it. the shop said it was my batteries but i replaced the batteries. and it does eth same. it almost acts like it times out. and it tries to start with teh wait to start light on any ideas. its going to the shop in the morning to see whats up. but thought i would try here and see what you pros thought. thansk for any thoughts.

How long has the system been installed in the truck? You are correct that the starter should not engage while the wait to start light is illuminated. At the very least the wait to start timer should be set to allow the glow plugs enough time to warm up. The 4400 uses multiple fuses to supply the system with power, it is possible that one of your fuses is bad (or a connection to the truck's wiring) from the way the truck is behaving. If it was installed by a shop then you should have no issues with them repairing it under warranty.

yea, you are correct jlspitler. The shop that installed it should have hooked up the wait to start, or even used diesel delay. the shop will ahev to warrenty the install, because almost all shops carry lifetime warrenty on their install and parts.
