On a Vats sytem (Buick),there is a resister in the ignition key that makes contact with 2 wires when the key is inserted in the ignition switch,thus disarming the alarm system and allows the car to start,question-if the key is left in the switch in the off posistion, is any power being consumed.?

No power is present until the key is rotated to the ignition "on" position --- Where much power is consumed by other ignition hot components.............
