Friend owns an older model Camaro with the VATS 1 system with the chip physically on the key. Is there anyway of determintion the resistance without having a key, and possibly bypass it? Any comments or answers would be appricated. thanks

Any large GM dealer should be able to cut you a key for the car. He may need the title or registration, and the vin number.

www.thirdgen.org has a good VATS troubleshooting section that explains the system fairly well.
Like "i am an idiot" says, it's worth calling the Chevy dealer (or GM directly) and see if they can help.
If you can at least get a non-chip key cut that will turn in the ignition, all you have left is to figure out which VATS resistor you need.
If you have the 15 different resistors available, an hour of time, and you can drop the dash down, you can jumper in one resistor at a time until you chance upon the right one. Each wrong resistor locks you out for four minutes, and then you try the next one.
If the dealer can't even cut you a key that'll turn in the ignition, then you're in for a bunch more work. You need to remove the steering wheel (steering wheel remover may be required), all the turn signal stuff, something call the "lock plate" (lock plate remover is $10 at AutoZone)..........basically, you have to dig through the steering column, layer by layer, removing stuff until you get to where the ignition lock is.....it's quite a project.
Or, if you prefer, buy a used steering column that comes with a key, and replace the entire column.
