Will an NPN transistor work as a switch if the base voltage is positive and the collector voltage is positive to out put positive voltage, if so what specific transistor will do this? A 3904?  I'm trying to keep and LED on 30 seconds after the power is switched off and I thought I could put a capacitor at the base.  Any comments?

Yes a pnp transistor and a capacitor will do what you are trying to do. A 3904 should be fine. I doubt that it will get hot, but you need to monitor it to see.
