I recently bought the Viper 5900 to install on my 96 Caprice (w/out VATS). After some time to think about the install I have decided not to do the remote start option. I will never use it and if I can save time on the install I'm all for it.

On various other forums I have read that I can wire the alarm up without using the remote start while some say its essential.

The valet/program button will still work without the remote start, correct?

Yes that's correct the valet button will still work without it once you connect the yellow wire from the ribbon harness to a true ignition wire. Once you connect this wire you can eliminate the satellite relay and the alarm will function normally.
