Is there any easy place under dash to pick up the tach wire on a 2004 X3? 

Also can someone tell me if there is a bypass module available similar to GM's multiple function one that picks up locks and alarm to minimize installation?

There is a good chance that the wire will be the same color on the instrument cluster.

Answer 1 (how dare you Mr.I, I'm the BMW king) OBD ll (diagnostic) socket under dash, driver's side, thin black lead.
2 No, easy to do, just about everything you need is under driver's dash including lots of space! Use the car's Valet key in a 556U set to European settings.
