hey guys, quick questions what is can high/can low used for, and when do u know it needs to be applied is this for the data modules. thank in advance.

Those wires are for use with data modules only.

Most newer models use a bus system (called canbus)for data communication that controls various systems on the car. Most bus systems have a high speed and a low/lower speed bus system. The data modules can interface with the bus system to make alarm/remote start inputs via the data bus where applicable, rather than a straight wire to wire connection.
