Are you doing it this way?:

1. Ignition on.
2. press and relase switch three times (siren chirps)
3. Ignition off. (siren makes long chirp)
4. Push and HOLD switch, start engine.
5. Parking lights flash on and off---let them flash maybe ten times, then release switch. Lights will come on steady, then go out after three seconds.

If you're not getting the siren chirps at all, you might have the thick blue ignition wire hooked up incorrectly.

If the chirps work, but the parking lights don't flash when you start the engine, you probably have the wrong tach wire, or a bad connection.

There is a very simple way to test your connection, without taking things apart. Just go right to the alarm brain, and put your test probe right to the GREEN/ orange wire at the brain...if it tests correctly there, you have the right wire.

Also, you didn't bother to mention what kind of car it is, but what is it? That way we can verify you have the right wire.

The car is a 95 grand cherokee. The tach wire should be the grey/white one.
When i shut the ignition off(step3) I get two chirps not 1 long one.
I have tested the GREEN/ orange wire at the plug on the harness and it did have a strong signal.

I don't know why the alarm would make two short chirps instead of one long one---that's odd.

It still might be a good idea to make sure that the thick blue ignition wire is hooked up correctly---if you test it at the brain, it should show power when the key is in the Run and Start positions.

Also, the information I have shows tach as gray/blue at the PCM, so possibly you still have the wrong tach wire.

What are you using to test for tach......is it an analog meter by chance? I found that if you set an analog meter to AC, and touch the meter to a 12-volt DC source like a car battery, the analog meter still shows around 7 volts AC, which can create confusion.

Another thing to do is to use one of the fuel injectors on top of the engine. They're all there in a row, and I believe they will all have one GREEN/ orange wire, and the other wire will be different for each injector........use the color that is always different for tach, and see how it works.

i have the 995C, which is the 996.

Not sure what kind of programming you are trying tod o...but after calling their tech support, i was able to programm my user select chirps from the transmitter.

turn ignition on

push valet button 3 times

turn ignition off

then TURN THE IGNITION BACK ON

from this point you are in "step" #1...so if you are trying to program the 12th step, you would hit the valet buttons 11 times after that.

hope this helped!
