the relays in the remote start click, the key chime goes on, and the bypass module relays click but it doesnt turn over, what gives ?

What kind of vehicle, what kind of remote start?

Make sure that your starter wire is getting 12 volts to it and that the starter wire from the RS is on the mmotor side of the starter disable relay if installed.
