make a Momentary switch have multiple functions using only relays to power 12v actuator for example first push first relay powered second push first relay off second relay on third push second and first relays off third relay on and so forth then with a second momentary switch perform the sequence in reverse

I know it is not a momentary pushbutton, but this is the only thing that I can think of that may meet your criteria.

I was adding crystals to CB radios with that switch at about that time. From what I read from his requirements, that switch will be perfect, short of the bling factor he may want.

By adding together successive functions - latching, flip-flops etc.
What can be done in modern "logic" circuits can be done with relays - it's just that few people do it that way any more (relays replaced by valves replaced by transistors replaced by VLSI (chips etc); these days PICs else older discrete logic chips).
Logic Tables (Boolean Algebra; state tables/diagrams) help the circuit simplification, but might drive you nuts in the process. (It did me!)
