Hello, i was wondering if anyone could help me out. my buddy has a 1999 chevy malibu. from my understanding they had keyless entry for the higher end models. he has one of the more basic models but he has power door locks. would there be a good possibility that he could just go to the dealer and have them program the BCM and a key fob for him?

I honestly think it would be less expensive to go with an aftermarket setup, plus most of those come with 2 remotes and you could add additional features like horn honk, parking light flash, illuminated entry, remote trunk release, even remote start.
