according to page 32 of this manual,

in order to get into the operating settings learn routine,
I have to turn my ignition on and back off,
then hold down the program push-button until the led blinks and my car honks.
I've tried this over and over, and nothing ever happens. the 4103 doesn't seem to keep my car started more than a 10 secs or so, and I need to get into this settings menu to modify settings for this.
I have a 2010 Toyota prius.
my bypass module is a dball, which the 4103 is hooked to via the d2d interface cable.

Try cycling the ing key a little slower sometimes it won't see the on /off if you do it to fast. Press and hold the programming button till the horn beeps once for menu one or keep holding till it beeps twice for menu two. Once you've reached the menu you want release the button and press it the number of times for the option you want to change then press it once more and hold it down the horn will beep the same number of times as the option you want ( if you want option 1 press the button 2 times and hold it on the second press)

I personally don't like the d2d cables. I always do w2w usually doesn't take that much more time
