The batteries in both keyless transmitters of my 99 Jeep Cherokee Sport seem to go dead after about 3 weeks of use after battery replacement. The locks work OK when operated manually from inside the vehicle but won't work outside using the transmitter.   I have replaced both sets of batteries twice since this started happening about six months ago.  Something is causing the batteries to die prematurely.  Could it be the receiver because I can't believe both transmitters would go bad at the same time ?

The receiver might have an antenna problem...If you have a remote starter or after market alarm, you can connect the doors to it.

Did you recently tint the windows? Some film used for tinting has metalic coatings in it and can cause interference to some rf equipment. I know the older Grand cherokees keyless systems were acualy infered not rf remotes. You can tell if it is a ir type, there will be a small clearblack dome mounted under the rear view mirrior. If this dome is blocked it will interfere with the reception of the factory keyless system.
